Russia’s proposal for a “humanitarian ceasefire” in Gaza and the release of “all hostages” was rejected by the 15-member UN Security Council. The resolution received support from Russia, China, the UAE, Gabon, and Mozambique, while the US, UK, France, and Japan voted against it. Brazil, Malta, Albania, Switzerland, Ecuador, and Ghana abstained from voting.
The resolution expressed concerns about the escalating violence, civilian casualties, and the humanitarian crisis in Gaza. It called for an immediate, durable humanitarian ceasefire and condemned all violence against civilians and acts of terrorism. Russia also called for the unimpeded provision of humanitarian assistance and safe evacuation of civilians.
Russia’s permanent representative to the UN criticized Western countries for blocking the resolution and accused them of pursuing selfish and political interests. The US representative argued that Russia’s failure to mention Hamas was dishonoring the victims of an Oct. 7 attack and accused Russia of giving cover to a terrorist group. She emphasized the need for humanitarian access and relief in Gaza.
The UAE’s envoy, who voted in favor of the resolution, condemned the murder of Israeli civilians and the taking of hostages, emphasizing the dire humanitarian situation in Gaza. China’s UN representative regretted the failure to vote on the resolution and emphasized that humanitarian issues should not be politicized.
