DPR fractions reiterate support to proportional representation

Jakarta – A majority of the DPR’s political parties have published a statement reinforcing their backing for the open-list PR system in parliamentary elections that is required by law.

Golkar Party, Gerindra Party, NasDem Party, PKB (National Awakening Party), DP (Democratic Party), PKS (Prosperous Justice Party), PAN (National Mandate Party), and UDP (United Development Party) are all parliamentary party fractions that signed the unified declaration (PPP).

Meanwhile, Achmad Baidlowi, secretary of the United Development Party parliamentary fraction, acknowledged that representatives of parliamentary party fractions had signed the joint statement.

However, Baidlowi stated that he would accept the judgment of the Constitutional Court (MK) on the judicial review that might replace the current open-list proportional system with a closed-list system.

The faction secretary pledged allegiance to any choice the MK made in the future.

The three-part statement begins with a reiteration of the signatories’ dedication to the continued development of democracy in Indonesia.

The signatories then urged the MK to uphold the open-list proportional representation system in elections, as mandated by Article 168, section (2) of the Election Law, to ensure Indonesia’s democratic progress. This decision was made by the MK on December 23, 2008 and is numbered MK Decision No. 22-24/PUU-VI/2008.

The signatories also demanded that the KPU perform its business in accordance with the rule of law, keep its institutional independence, and put the needs of the people and the country ahead of any other considerations.

The united statement was signed by 14 parliamentary party fraction leaders and parliamentary commission heads and deputy chairs.

This statement was drafted by party faction leaders and signed by Kahar Muzakir (Golkar), Ahmad Muzani and Desmond J. Mahesa (Gerindra), Robert Rouw and Saan Mustopa (NasDem), Cucun Ahmad Syamsurijal (PKB), Edhie Baskoro Yudhoyono and Marwan Cik Hasan (Democrat), Jazuli Juwaini (PKS), Saleh Partaonan Da (PPP).

Ahmad Doli Kurnia Tanjung, the chair of DPR RI Commission II, and Yanuar Prihatin and Syamsurizal, the deputy chairs of DPR RI Commission II, are also signatories from the parliamentary commission chairmen and deputy chairs.
